Active X Controls keep resetting in Internet Explorer 8 and Windows 7

Hello:
 
I have a strange issue.  in a domain of 40 computers running Windows 7, I have 1 computer which cannot retain Active X Control changes in trusted sites.  Whenever I go in to manually adjust the active X Control Settings for the Trusted Sites, after a few
minutes to a few hours, these settings revert back to their defaults without explaination. 
 
All computers in the netowrk are the same: (allwindows 7 Pro 64, All running IE 8, all have the same (very loose) settings for Active X controls in Trusted Sites, all running only Syumantec Cloud.endpoint as their Antivirus solution.
 
I have tried all of the following with no luck.
1.
Different profile/ Different user,
2.
removing and rejoining the machine from the domain/ renaming the PC
3.
Complete anf fresh reinstallaion of Windows and all application software (from Scratch)
4.
Upgrade the browser to IE9  (didn't work - so I downgraded back to 8 to keep it the same as all the others)
 
All PC's use the same apps and configurations, but this one PC just won't retain the Active X Control settings.  I am stumped.  Any assistance would be appreciated.

  1. Go to Start button.
  2. Open Control Panel.
  3. Go to Windows Error Reporting.
  4. Click on System and Maintenance, then click Problem Reports and Solutions.
  5. Next, click Change Settings located on the left side panel of the Problem Reports and Solutions window.
  6. Select an option to configure how you want Windows to look for a solution to your problems. You may allow Windows to do it automatically or ask you every time to check if problem occurs.
  7. Next, click the Advanced settings link.
