16 bit MS-DOS subsystem and NTVDM.exe Errors on Windows 7

I have 2 PC"s both running windows7, but 1 of my PC's on only 1 login (i have 2 login accounts) has started comeing up with a NTVDM.EXE has stopped working, and then i get a pop-up 16 bit MS-DOS subsystem.
witch reads ( C:\windows\system32\rundll32.exe)
( c:\users\game\appdata\local\temp\.) a temporary file needed for initialization could not be created or could not be written to.
Make sure that the directory path exists.
other than it will not play some of my PC games and the error pop-ups the PC seems to
run fine.
I tried the sfc/scannow and all it did was to make the error pop-up on both user accounts.
The errors pops-up when exiting Internet explorer.
and the NTVDM.EXE error also pops-up when you log in.

Machine Throttling

• Go to the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Reboot your computer.
