Explorer crashes every few minutes then SOMETIMES restarts....

I can't run windows explorer for any length of time as well as any "explorer" based applications like control panel items...
the screen flashes blank then most of the time (the other 25% of the time I have to reboot) refreshes but whatever i had opened
is gone.
anything held on the clipboard is also missing so moving files from one directory to another is damn near impossible.

I've become pretty
tired of trying to dig through message boards with millions of windows 8 issues trying to find my solution.
Was hoping the latest windoze 8.1 update update would have actually fixed something but ..
I realize I'm just a goober with a cheap laptop
and Microsoft could care less if my stuff works.
But if there still exist anyone at the conglomerated house of cards that actually cares about a customer who has used windows since he was a kid (i'm 50 now) I would appreciate an answer that doesnt require
me to go back to school to become an operating system engineer just to make my cheap **** laptop actually work.

CryptoProvider.dll's is "Online files icon's overlay" and it is usually located in the 'C:\ProgramData\Microsoft\Crypto\RSA64\' folder.
