can't delete indents

No matter what I do, I can't seem to eliminate indents at the beginning of some paragraphs in a document.  When I clear all formatting, they are still there. 

The little marks on the ruler at the top of the page are lined up on the left margin as they would be if there were no indent. 

The paragraph style is "normal" and does not have any indents.

The indents only appear on the first lines of the paragraphs. 

There must be some obvious reason this is happening but what is it?

If the affected paragraphs are at the top or bottom of a page, the cause could be empty (and therefore invisible) frames.

Machine Throttling

• Click the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Restart your computer.
