Cannot delete parent.lock file or run chkdsk in f or r mode!

This all started when I couldn't launch FireFox anymore.
It kept telling me it was running in the background when it wasn't.
So I ran chkdsk like I was told to.
It locates a bunch of corrupt files but is in read only mode, I later find out.
I ran it at
start up hoping to fix the problems...nope.
I do more searching to find out that I should just delete the profile file of FireFox.
I cannot because it gives me the error that the file is corrupt or unreadable and to run a chkdsk....again! I later find out
that the chkdsk needs to be ran in f and/or r mode...so I go to my C file and right click it for properties, check tools, and check to scan it with both options checked.
It tells me I need to restart to run it...fine...I do and then it tells me that  it "cannot
open the volume for direct access".
Why? So I try to go to cmd and run the prompt for chkdsk /f: and I get the same response of needing to run at start and the same thing happens again.
The computer has a power supply that is just now going bad and has caused
an improper shut down I am sure leading to this problem.
But I fear I am going to have to reformat the entire computer to rid myself of these constant error messages and problems.
I have located a program called: Hard Disk Low Level Format Tool...but I am
afraid to use it because I think it may wipe my entire system clean and it is not backed up completely yet.
Any suggestions would be great.

     Thanks for posting in the Microsoft Answers Forum.  First off **DO NOT** run the low level format tool if you have not backed up your data.  It will wipe your hard drive clean.  We need to find out what version of XP you are running and what Service Pack
level you are at.  This was an issue that was corrected with SP2.  So if your system is not fully up to date, I would suggest to run Windows Update and get all the recent updates.  Then try to run chkdsk again.
    Also this can be caused by Antivirus or drive checking tools.  This article discusses solutions to those scenarios.

Using Windows troubleshooter:

  • Click on Search on Charm bar and type Troubleshooting. Click on the very first option.
  • A new window will open. Click View all from the left pane.
  • Scroll down to the bottom and click on Windows update.
  • Troubleshooter window for Windows update will pop up. Click on NEXT. It may ask you for administrative permission.
  • The troubleshooter will automatically detect problems and fix it.
  • Now, close this window and try download/install the app which was previously showing error.
