Cannot acess control panel properly????????

Im having trouble accesing most of my control panel.
why? Ive done numerous virus scans disk checks computers clean no problems now what? i can get into control panel but cannot select sub categories or use 70 percent of my options?

Run the SFC  /SCANNOW  command.
This will check and repair if necessary any critical Windows system files.
Click on Start/All programs/Accessories  then
Right click on Command Prompt option and select 'Run as administrator'.
(or "Safe Mode" open a Command prompt)
