CD Drive Not Enabled when Booting and Gone After Sleep

To whomever it may concern,
 
I recently had to repair Windows 7 Professional 64 Bits on my Dell Latitude E6410 laptop in order to fix Internet Explorer 8 and other files.
Afterwards, everything worked fine except for my CD drive, which would disappear after I put my computer to sleep
and then came back to it later.
It was no longer displayed under device manager after this, and the only way to bring it back was to reboot my computer.
I have tried for almost 2 weeks to fix this issue, using and following many online solutions.
In order
to expedite a working solution, the following options have already been tried and have failed:
 
1.
Microsoft Fit It
2.
MicrosoftFixit.dvd.MATSKB.Run
3.
Removed Upper and Lower filters in Registery.
4.
Tried to disable power management for PCI Express.
5.
Uninstalled and reinstalled CD drive.
6.
Updated to the most recent driver for the CD drive.
7.
Modified services.
8.
Uninstalled Intel 5 3400 Series PCI Express Ports 1 through 4 and reinstalled them.
 
As an added note, the current condition is that the CD drive is disabled when I restart my computer and I have to enable it manually.
The other issues are still present.
The CD drive model is a PLDS DVD+-RW DU-8A3S.
Any and all help would be appreciated.

I would suggest you to try connecting a different CD/DVD drive and check if the issue persists.
