Windows will not close when I try shutdown, it appears to hang ?

I have tried to close Windows 7 through the start button and via cmd: shutdown -s but I get the blue windows screen and the word "shutdown" and the spining circle which will stay there untill I hard reset via the on off bpower button.
This will go one for
24 hours or more.
 
Do you know a solution?
