reinstalling a program to fix msnmsgr.exe error

I recieved my equiptment with preinstalled programs, but I am getting a message after it boots up that the following needs to be fixed or reinstalled: 
msnmsgr.exe     system error
the program can't start because wlidcli.dll is missing from your computer.
try
reinstalling the program  to fix the program.
I tried reinstalling the program, but was not sucessful, now my option is to restore the program and loosing many new programs I just installed . Could you advise me on any othe method(s).

• Go to the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Reboot your computer.
