why does my mail not download automatically, and I always must close mail, and restart?

My windows mail was reloaded when I replaced hard drive.  Since then, when I open mail it downloads as expected and I can send or reply if I do so right away.  I cannot refresh mail, and I cannot send later.  Everytime I want to check for new mail, I must
close and restart.
