Browser Download Problem: Cannot download Mozilla Firefox Browser____

I have Windows 7 Home Premium which I upgraded from Windows Vista on my HP9500 laptop.
I have always had problems starting my Mozilla Firefox Browser after I upgraded.
After starting and clicking on the browser start icon, it always said: "Problem loading
browser" ten times across my Windows display.
I always had to hit the "x" ten times, and then the browser display comes up and works correctly until the next time I turn on the computer, and the same routine happens again.
One day, for no apparent reason,
it worked correctly at the start.
But: the next day and every day since, I cannot even load the Mozilla Firefox Browser.
All I get is the useless "Firefox Start Google" search window, which is NOT my browser at all.
I have tried everything: restore, go back,
changed profiles, disabled my anti-virus (Norton 360 Premium) - everything possible.
Everything else on my computer works, including other browsers (Safari, Netscape, etc.).
I even download a new 3.6.8 Mozilla Firefox Browser, and instead of a new working
browser, the same useless "Firefox Start Google" search window is loaded, which of course, is not the browser.
What should I do?
