Backup & Restore / Backup Now, Manage Space, Change Settings, Turn On Schedule - NOT Responding

I'm running Windows 7 Ultimate 64-bit SP1 on a SONY Vaio SPN FW-495J laptop.
 

I've actually run into this problem before on Windows 7 Home Premium 64-bit as well.

Bottom Line:  when I click on [Control Panel / Backup and Restore]

(1) "Backup Now" button

- OR - 

(2) "Manage Space" link

- OR -

(3) "Turn On Schedule" link

- OR -

(4) "Change Settings" link

NONE of these respond - there are NO error messages - and simply NO response whatsoever

Now, that said, I CAN click on "Create A system image" link, to the far right of the "Backup and Restore" screen, and I CAN successfully identify the same backup location - my USB external drive ("On a Hard Disk") that I've used previously to create the
backup images, and I CAN actually successfully run the system backup itself via this method.

HOWEVER:  If I then (After doing the backup) go out of "Backup and Restore" (and even reboot my laptop) and then go back into the "Backup and Restore" screen, the "Last backup" identified is NOT correct.
 That is, the "Last backup" still
points to the previous backup (that is:  the last backup I successfully executed when I was still able to click on the "backup now' button and had gone into "change Settings", etc.).

In other words:  I Cannot get the "Backup and Restore" screen to find that Backup I did using "Create a system image", nor is there any other way I've been able to figure out how to get to that backup  - which of course I would need to be
able to do in the event I would need to do a System Image Restore.

I ***think*** i have all required Windows Services for doing these backups Started up, so do not think that is the problem.
 Also, i've run a number of Microsoft "Fixits" but none of those have rectified the issue either.

Is there any kind of Windows Log that may be recording problems with me trying to access the Button and Links i identify above?    Any other suggestions for rectifying this issue?
