Internet Explorer 8 shows "Internet Explorer cannot display webpage " on all pdf links

I've narrowed down my biggest problem with I8 and when clicking on a link for a .pdf page or file it goes to Internet Explorer cannot display webpage constantly..
I put the same link in Safari or Firefox and they open perfectly.
Whats the problem? I do not
want to have to ban I8 in my network but will go to firefox soon if this can't be resolved asap.
Its been going on for a long time now..
for a while I thought it was just periodically doing it on random sites(which it still does but not that bad) this morning
I finally linked it to pdf files.

Steps I would suggest are:
 
Option 1:
Run Internet explorer with no add-ons.
Though you have not installed add-ons it  
might have installed by itself as a part of malicious program.
Many add-ons come from the Internet, and they usually require that you give your permission before they are installed on your computer.
Some, however, might be installed without
your knowledge.
This can happen if the add-on was part of another program that you installed.
Some add-ons are installed with Microsoft Windows.
Steps to temporarily disable add-ons
i.                       Click on Start
ii.                     Click All programs
iii.                   Select Accessories
iv.                   Click System tools
v.                     And then select Internet Explorer(no add-ons)
 
If the browser works fine after these steps, add-on may be causing the error.
Steps to determine which add-on may be causing the error
i.                       Open Internet explorer.
ii.                     Click the Tools button, click Manage add-ons, and then click Enable or disable Add-ons.
iii.                   In the show list, click Add-ons that have been used by Internet Explorer to display all add-ons.
iv.                   Click the Add-ons you want to enable, and then select Enable.
v.                     Repeat step iv for every add-on you want to enable.
When you have finished click OK.
 
Option 2:   There is a Fix It to reset Internet explorer settings.

Use the System File Checker tool to repair corrupted or missing system files:

  1. Click Start.
  2. Type cmd, and then press CTRL+SHIFT+ENTER to open the elevated command prompt (I.e. Command prompt with administrative rights).
  3. The User Account Control window should appear, be sure that the action it exhibits is correct, and then press the Continue button.
  4. Type or copy paste the below command line into it without quotes:
